Proposals for a new community and local services in Bushby
Mulberry Land is preparing a planning application for up to 900 homes on land south of the Uppingham Road, Bushby.
As well as providing new homes to meet local needs, the proposals will include a new primary school, sports pitches, public open space, transport upgrades and a new local centre.
Before finalising and submitting the planning application to Harborough District Council, the project team held a public consultation to receive your feedback. We are now examining your comments as we prepare to submit the planning application.

An outline planning application agrees the principle of development on a site. That’s why you may not see the level of detail in the plans you would expect. If an outline planning application is granted planning permission, this must be followed by a reserved matters submission showing more detail, which will be determined separately by the Council and will be the subject of further public consultation.
What is an outline planning application?
As part of this outline planning application for up to 900 new homes, Mulberry Land is seeking approval for access, with all other matters including layout, building scale, design of public open space, landscaping and appearance considered later and as part of a separate planning application, called Reserved Matters. This will also be subject to consultation with all stakeholders.
Harborough District Council is legally required to bring forward sites for housing to meet its needs, which is calculated based on housing demand, affordability data and population statistics by the Ministry for Housing, Communities and Local Government. Local Authorities must be able to demonstrate that they have a sufficient number of sites to meet their housing needs for a five year period.
The Local Housing Need for Harborough District Council is 723 new homes per year. The Council cannot currently demonstrate a five year housing land supply, with the supply position calculated as 3.55 years (as per the published position in January 2025). There is therefore a shortfall in housing supply. As such, this site represents an opportunity to meet local need for homes and services as part of a new community in Bushby and will contribute to meeting the shortfall in housing land supply in the District.
