No, the site is not located in the Green Belt.

No. The proposed development sits outside of the Green Wedge, which is located to the west and south west of the site.

The proposals include a new primary school to accommodate local demand for education provision, alongside a local centre and sports pitches, to support the new and existing community.
Additionally, any planning permission will make financial contributions to healthcare facilities, transport infrastructure and utilities, if requested by the relevant bodies and service providers. The level of contributions will be determined as part of the planning process and consultation with service providers once the application is submitted.

The development will be served by a single point of access on to the Uppingham Road in the form of a new roundabout. This is an approach that has been discussed through pre-application discussions with Leicestershire County Council and Leicester City Council as the highways authorities.

A detailed Transport Assessment will be submitted, using data from Leicestershire’s Strategic Transport Model. Early analysis shows the development may generate around 609 two-way trips in the morning peak and 493 in the evening peak, before any travel plan measures are applied.
Highways improvements will be made to Uppingham Road, including a new pedestrian crossing, traffic calming and pavement improvements to ensure traffic continues to move efficiently and safely and residents are able to walk and cycle safely from the site.

The site is predominantly located in Flood Zone 1 meaning that it is within an area with the lowest probability of flooding at less than 0.1% each year.
A sustainable drainage system (SuDS) will manage surface water onsite to prevent increased flood risk to the site and surrounding areas. The SuDS will be designed to accommodate a 1 in 100-year flood event, with an additional allowance for climate change. They will attenuate, treat and then release water into the existing network at a rate which is comparable to that which it is currently.

A Construction Management Plan will be agreed with Harborough District Council to minimise disruption, manage vehicle movements, and control noise and dust. We would anticipate this forming a condition should planning permission be granted and details would be submitted to and agreed with the Council prior to work commencing on site. This application would also be the subject of public consultation in due course.
A Construction Management Plan would set out the working hours on the site, which would then be controlled via planning conditions to ensure disruption is kept to a minimum. A safe and direct route for construction traffic movements will be agreed with the highways and planning departments.
